Piccola Applauds Governor's Signing of Eminent Domain Measures

Designed to Protect Property
Owners from Abuse
HARRISBURG -- Senate
Majority Whip Jeffrey E. Piccola issued the following statements after Governor
Rendell signed into law, S.B. 881, the Property Rights Protection Act. Senator
Piccola is the author and prime sponsor of the Property Rights Protection Act.
"I applaud
Governor Rendell for supporting and signing this landmark legislation. By doing
so, he has brought into being one of the most significant statutory protections
of property rights in the history of the Commonwealth of Pennsylvania. No
longer will property owners have to fear that their property can be taken solely
to be turned over to another private party for economic development purposes.
"The Property
Rights Protection Act assures that what happened in the infamous case of Kelo
v. New London -- namely, the taking of family homes by the government to be
turned over to private developers -- cannot take place in Pennsylvania. This is
true progress for the fundamental rights of Pennsylvanians to own property free
from government run amuck.
"In addition
to Governor Rendell, I am grateful to Representative Glen Grell who sheparded
this legislation through the House of Representatives and who introduced similar
legislation in the House.
"Senator
Brightbill also deserves kudos as the prime sponsor of legislation that provides
additional compensatory and procedural protections to property owners. Senator
Brightbill's legislation was amended into Rep. Grell's bill, which was also
signed by the Governor today."
